If you enter these 12 distance values (01, 02, 03, 04, 05, 06, 07, 08, 10, 11, 12, 13) into checkboxes in the filter, count setting 5 - 5, Leave, it will cover 35.40% of past jackpots in my game and the filtering will leave only 2,803,560 tickets in the package.
Wouldn't this leave combinations that contain up to 5 of the same distance?More relaxed setting, count 4 - 5, covers 87.82% of past jackpots and leaves 7,115,640 tickets in the package. Full package has 8,145,060 tickets.

This is a good filter but it would be nice if we could limit the count of each distance without having to filter each distance one at a time. If we could choose a range of distances and filter for each distance within the range will appear 0 to 2 times.
