Maximum error deviation for this kind of feature ?

Hi!

Let's say in the last 15 draws number 37 has been drawn for 8 or 9 draws. The single number (suppose it is the single one for the sake of example) with the highest occurrences.
In the last 30 draws the number 37 has been drawn 25 times (for the sake of example).
And so on.

I want to create a complex filter to include the number with the highest occurrence in the last X draws. Ok, I know how to do it (Thanks Stan!).

Now, the other part:
Supposing you watch carefully at each ticket and you observe that most of the time when number 37 (in the example above) has NOT been drawn, the number 36 has been drawn instead (or 38, which means +/-1 error deviation from the expected one which is 37). Also it could be +/- 2 or even +/-3 and so on, error deviation from the expected one (which is 7 in this example because this is the number with the highest occurrence drawn on the ticket choosen above).
How to set up this kind of filter ? How to do it ? How to do it in a complex filter and choose as interval for example the number with the highest occurrence in the last 30 draws but also include into this numbers with the +/-X to +/- Y error deviation interval limits from the expected number to be drawn ?

Looks like a job for Adjacent Numbers filter.
